They are a second-stage team operating after Infiltration and Recon by teams of Scanners, Vectors and Crows have unearthed probable cause for direct investigation and threat containment or elimination. They are the thirteenth Cell of such operatives. Formerly jokingly referred to as "Lucky 13" by Routers and Proxies but having gained their new and darker, and not so laughable moniker, The Murder Hobos, after several high collateral damage operations.
